Monthly Board of Trustees Meeting
October 18, 2018, 6:30 p.m.
Present: Carolyn Bradstreet, Deb Nagle, Sandy Goehle, Mike Braell, Patricia Baynes-Director, Kathy Wooden –Treasurer Excused: Shawn Williams, Courtney Marr
Guests: Ron Kirsop PLS, discussed procedures for tax increase, help/resources available from PLS . Also present, Ian Priestley, newly elected board member

Meeting Minutes:
Upon a motion duly made and seconded, the meeting minutes of September 20, 2018 were unanimously approved.
Director's Report:
Upon a motion duly made and seconded, the Director's report for September 2018 was unanimously approved.
Treasurer's Report:
Upon a motion duly made and seconded, the updated August 2018 Treasurer’s Report was unanimously approved, including Abstract # 9, vouchers 2018-174 – 2018-199. Upon a motion duly made and seconded, the September 2018 Treasurer’s Report was unanimously approved, including Abstract #10, vouchers 2018-200 – 2018-219.

Building and Grounds:
1.A brief meeting was held on October 10, to discuss several estimates for the curbing and masonry portion of the front parking lot project. With a quorum being present, a motion was made, seconded and unanimously approved to accept Brad Jacob’s estimate for the masonry and curbing portion of the front parking lot project. He will be able to start immediately.
2. Gary LaBerge shared more details about the front parking lot project. Carolyn and Patricia provided estimates for the paving portion of the job. After discussion, a motion was made, seconded and unanimously approved to accept All County Construction’s estimate for the paving of the front parking lot.
3.Carolyn and Patricia shared multiple estimates received for snow plowing services during 2018-2019 winter. All estimates included shoveling, salting as needed. After discussion of all options, a motion was made, seconded and unanimously approved to accept Jon Westerman’s estimate for snow plowing services at PCL.
4.Carolyn has tried, without success, to reach NYSEG to inquire about an energy audit. Other options were discussed and Carolyn and Patricia will continue to persue.
Items for Discussion/Resolution:
Carolyn announced a November 5 subcommittee meeting to plan the orientation for all volunteers who will be participating in Family Promise of Wayne County, at PCL. She, Mike and Courtney will report on their progress.
The board reviewed updates to the Personnel Policy provided by Patricia. Changes and specific wording will be revisited at next month’s meeting.
Mike shared minutes of the subcommittee (Mike and Sandy), working on the Director’s Evaluation and highlighted a few comments. Patricia and the Trustees handed in their pieces tonight. The subcommittee will meet October 22 to process and collate the information received and prepare to report back to the board at next month’s meeting.
Upcoming Events:
Some upcoming events at PCL were highlighted: Monday morning café starting Oct. 1, painting, sewing and felting classes, Defensive Driving, basket Christmas stocking class and the Haunted Library on October 27, Yoga on October 29. Contact PCL for more info.
Strategic Plan 2018-2022:
Completed installation of energy efficient AC for 1st floor-2018
Completed set-up of a suggestion box on the PCL website to collect patron feedback.
Completed the back steps repair/improvement project.
On deck for 2018 completion:
1.Send Library news through monthly digital newsletters and e mail to increase public access to Library info (Dec. 2018)
2.Install interior signage as guides to the Library collection and all various areas of the building. (Dec. 2018)
3.Undertake an external audit of PCL. (Dec. 2018)
4. To complete an energy audit with NYSEG in order to prepare an energy saving facilities plan. (Dec. 2018)
Round Table Discussions:
Patricia reported that the new book drop has been received. In response to a suggestion, Patricia will post information about the memorial statue on the third floor. A workshop for Directors and Trustees, on Historic Preservation, will take place on October 29, at PLS.
A motion was made, seconded and unanimously approved to adjourn.
