Monthly Board of Trustees Meeting Minutes

Thursday, August 20, 2026  6:30 PM

Present: Sarah Wimer, President; Kathy Pray; Sharon Sweeney; Aubrey Hannig; Sheila Koeberle, Library Director; Sheryl La Delfa, Treasurer; Barbara Lloyd

Excused: Mary Beth Poupart; Jennifer Cohen

Meeting called to order at 6:34 PM.

Motion to amend the Agenda: none

Reports:

June 2026 Board Meeting Minutes;

     I make a motion that we accept the June Meeting Minutes

     With the amended change on Voucher #6 to $9,848.35.

            Motion made by: Kathy.                Seconded by: Sharon

             Unanimously approved

June 2026 Director’s Report:

    I make a motion that we accept the June 2026 Director’s  Report.

            Motion made by: Aubrey              Seconded by: Kathy

            Unanimously approved

July 2026 Director’s Report:

      I make a motion that we accept the July 2026 Director’s

      Report. 

            Motion made by: Barb                  Seconded by: Aubrey

            Unanimously approved

June 2026 Treasurer’s Report:

      I make a motion that we accept the June 2026 Treasurer’s

      Report including Abstract #7 Vouchers #2026-110 to

      #2026-127 with $12,896.53 in funds and approximately

      $20,000 for payroll transferred.

            Unanimously approved

July 2026 Treasurer’s Report

     I make a motion that we accept the July 2026 Treasurer’s

     Report including Abstract #8 Vouchers #2026-128 to

     #2026-148 with $7,958.09 in funds and approximately

     $20,000 for payroll transferred.

            Motion made by: Sharon.             Seconded by: Aubrey       

            Unanimously approved

Public Comment:

     Sheila introduced Jamie Hansen, Candidate for PLC Board

of Trustees.  Jamie provided her background information and

observed the meeting.

Committees:

Finance Committee:  Met August 19.

Policy Committee:  Met June 30.  Next meeting October 20, 3PM

Facilities Committee:  Meeting August 25, 2PM with MRB

Items for discussion/action:

     Oversight and Audit Cycle Policy—reviewed

     Photography and Recording Policy—reviewed

     Volunteer and Internship Policy, Release and Waiver and

     Volunteer Agreement—reviewed

     Culvert Project—Reviewed Phase II and budget

     Security Camera Update—Repairs will be open for bids

Construction Aid Motion:

     I move to approve the deposit of the NYS Construction Aid

     Money in the amount of $173,745.00 to the Capital

     Reserve Fund.

     Unanimously approved

Library Labor Day Schedule:

      Closed on Saturday, September 5, 2026, in honor of Labor

      Day.

      I make a motion that we close the Library on Saturday,

      September 5, 2026, in honor of Labor Day.

Updates:

      Review Strategic Plan (4 year goal-setting plan)

      Trustee Education and Harassment Training reminder

      Long-Range Training Cohort beginning 2027

      PCL’s Art Show and Sale: September 12- September 26

      Budget vote and Trustee election: October 13 from noon to

      9PM

      Public Information Meetings: September 23 at 1PM and

      September 24 at 6:30PM

      Garage Update

      Historic Palmyra House Tour: December 5

Motion to adjourn the meeting:

      I make a motion that we adjourn the meeting at 8:10 PM.
