Monthly Board of Trustees Meeting Minutes

Thursday, September 17, 2026    6:30pm

Present: Mary Beth Poupart, Barb Lloyd, Aubrey Hannig, Jennifer Cohen, Sharon Sweeney, Kathy Pray, Sarah Wimer – President, Sheryl La Delfa - Treasurer, Sheila Koeberle - Library Director

Excused: none

Meeting called to order at  6:30

Motion to amend the Agenda -  none                                             

Reports :

• August 2026 Board Meeting Minutes  

I make a motion that we approve the August 2026 Board Meeting Minutes.

• August 2026 Director’s Report    

I make a motion that we accept the August 2026 Director’s Report.

•  August 2026 Treasurer’s Report   

I make a motion that we accept the August 2026 Treasurer’s Report, including Abstract #9 Vouchers #2026-149 to #2026-168 with $30,812.00 in funds required and approximately $20,000 for payroll transferred.

Finance Committee: met September 16 at 2PM

Policy Committee: next meeting October 20 at 3PM

Facilities Committee: met Tuesday, August 25 at 2PM with MRB and Tuesday, September 8 at 2PM

• I move to approve Financial Oversite and Audit Cycle Policy.

• I move to rescind the Palmyra Community Library's First Amendment Audit Response Policy and to adopt the Photography and Recording Policy as presented in its place, both effective September 17, 2026.

• I move to approve Volunteer and Internship Policy, Release and Waiver and Volunteer Agreement

• I move to hire Pat’s Lawncare Service for the Snow Plow Contract for the 2026-2027 season, costs not to exceed $350/trip.

• I move that we pay JWW Construction (TSW Masonry quote) for brick repointing $7,500.00 which will come out of the Building Reserve Fund.  Sheryl to make the transfer.

Updates:

• Culvert Project—review phase II and budget

• Trustee Education & Harassment Training reminder 

• Budget vote and Trustee election is Tuesday, October 13 from noon-9pm, 

• Public meetings scheduled for Wednesday, September 23 at 1PM and Thursday, September 24 at 6:30PM (who is available to be at the meeting?)

• Garage update—Picked up from ReStore on September 15

• Historic Palmyra House Tour—Saturday, December 5
